Dog peeing everywhere on purpose!!!!

A took in a chihuahua that was unwanted and he is my WHOLE heart. But that little fucker makes my blood boil!! He knows to pee and poop on his pad because he does it there for the most part. But sometimes, he gets these rebellious phases where he pees EVERYWHERE!!!! He was doing so good so I started letting him have free reign of the house and he did great at night. But for the last couple of nights, especially today, he peed AND shitted EVERYWHERE. Why does he do this!! He has to sleep in the bathroom tonight cause I don’t have a crate for him anymore and he’s also annoying my other dog (Labrador) I feel so guilty for leaving him in there but it’s causing me to not be able to sleep because I wake up following him around the house. What can I do to prevent this? Should I develop thick skin and stick him in the crate at night again? Again, he does GREAT for weeks maybe even months at a time. But then out of nowhere for one week or two he’ll fuck it all up. So idk if I should punish him?
