If you live in poverty does that give you an excuse to not clean

I was on YouTube watching videos about people living in poverty. I saw this one comment that caught my attention, they claim that if you live in poverty it doesn’t give you an excuse to be dirty or trash the area around you. Do you agree with this statement or no? Do you believe that possibly the town/city doesn’t care or that they can’t afford to clean so they leave it the way it is?
