What shoes?

So I’ve sent my daughter to school without shoes since she started at 3 months. I prefer this since she’s learning to walk. She stands and takes a couple steps but not fully walking yet. Next week, she moves to the toddler room and has to have shoes. I have some Stride Rite that I got on consignment in size 3 but they are tight and tough to get on. I also have other shoes in 4 but they are super loose. I feel like the stride rite just runs small on her fat feet. What are your favorite shoes for those learning to walk that don’t break the bank?
