Partial custody. Where do you start?

Question

For reference this is someone in Tennessee:
What is the first step to petition for partial custody? (Never married, split about two years ago but no legal arrangement in place and custodial parent withholds visitation)
The filer would be the non custodial parent and expects to pay child support. How does this process get started?
Do you just need to go straight to a lawyer? From others experience how much does this cost?
I’m trying to help a friend out but any advice is appreciated. Thanks!

The Family Court is where they handle everything, you can either pay them a visit, and get the forms that you need, they will explain everything on there, you have to give copies of financial statements, paystub‘s, copies of your ID, if you provide health insurance for the child, copy of the insurance card, you can try and do it yourself, but if you are not successful, obviously then reach out to a lawyer, if this is a woman, who is in a domestic situation, you can also reach out to Women’s domestic abuse shelters, they usually have pro bono lawyers who can help, but you may be able to do it on your own. They made to court either over the phone or on video, if they are not doing them actually in the court room￼.

I don't believe there's a such thing as partial custody. B/c you said the filer would be the non-custodial parent...that's automatically 50/50.
However, contact the legal aid office for yoir county. They'll be able to provide more information and it's free.
