My 2.5 year old doesng engage or play with toys

My daughter has everything from learning Toys, to dolls, sensory items and she just doesn't play with anything! I've tried sitting down and playing/showing her the learning toys, I've stepped back and let her play independently, I've old had a few items out thinking there's just to many for her to pick something and ive had all toys out.

She doesn't play with other kids, I mean she will watch and enjoy being around a child her age but that's about it. She is the happiest girl, she's been so easy even when a infant. She NEVER cried. I don't want to have her raised planted on the couch watching tv... I want her to enjoy her toys and have imagination! She loves being outside just people watching so we spend alot of time on walks and just seeing what's around us.
