President writes treaty with Aliens

Would you support the President if he decided to make a treaty with Alien life forms that made contact? The stipulations were-

Aliens can abduct and experiment on about 1,000 Americans a year but will not touch or bother anyone else. The random people they abduct have no rhyme or reason, they can be anyone.

They will not harm Earth.

Aliens will give humans technological and medical advancements in return.
