You can’t say anything because you didn’t see them do it. Regardless of what color they are. I wouldn’t listen to a woman who came to my door and told me she thinks my kids did something when she didn’t see them do it. 
Get a porch camera if you’d like. Kids do dumb things and at least if you get footage you can nicely bring it to their parents’ attention.

I'd go to their mother and ask for information. Say that you saw them walking the street and ask if they had any information on who vandalized your pumpkins and ghost. It's not accusing but most mothers would pick up on what likely happened if they don't come outright and admit it. I would get a video camera or ring as others have suggested too.

I'd get a door camera for my front and back yard.. it seems pretty evident that they did it and I personally would have mentioned something to their parents, regardless. Especially if I saw them running away after it happened.

No unfortunately your husband is right you can’t really accuse kids with out evidence.  I would go and buy a Ring video and put it on your front door and or the back so you can see what’s going on!
