Tummy time!!

My baby is two months! I do as much tummy time as he will tolerate, he does better laying on me or even on the hoppy hates being on the floor. But I feel like he doesn’t lift his head much, more so lays there.. I get down on the ground with him to talk to him while he’s on my chest, I also use some stimulating toys as well. Should he be lifting his head high at this point? Too early? Thoughts? Experiences? Nervous mama!!
