How to clean these burners?

Just moved into a low-income apartment and the burners are really dirty and food bits are stuck. I soaked in hot soap water for like 10 minutes and used a soapy sponge, but it didn't get much cleaner

I’d try “The pink stuff” cleaner

I use degreaser on the black parts followed by dish soap and hot water or just chuck them in the dish washer and always wipe down the silver part around the burner with just Windex after every use. 
The black parts may fade slightly in some spots or may never get 100000% clean but doesn’t mean they’re dirty they just stain a bit sometimes
