Change doctors?

I’m 12 weeks pregnant with my second child. Last pregnancy I was under the high risk category. I have a bicornuate uterus, multiple miscarriages, had high blood pressure and was induced early due to becoming borderline preeclamptic. I have a family history of preeclampsia and my baby had growth restrictions. My doctor now didn’t put any of my miscarriages down and refuses to acknowledge them as miscarriages except the one I had to have a D&C for. She’s also refusing to put me in high risk again because she “knows what to except from my last child..” is this normal? Am I overreacting or is this negligence on her part?
