Can the army people give you money through via banking?

My friend is talking to this army guy on TikTok,and I'm not quite sure if this army person is an scammer or actual the person in his profile picture.

My friend was telling him about how she doesn't have an house,and he wants to send her through banking via to her banking account $7800.

When he sent the links last night on WhatsApp. It sent us to citri banking,but the registration showed where you have to give social security,birth date and so on.

Does this sound like an scrammer to you? How can you tell if the people on TikTok are fake or real especially when they have tons of videos or not any videos at all?
