How to stop 24/7 eczema?

So, my boyfriend has been getting these rashes in the winter time only and they itch, burn and are super dry/scaly. He is in extreme discomfort and says this month is the worst yet. He is getting patchy rashes now on his upper thigh, back of the knees, inside of the arm and on his neck! We have tried cetraphil, equate, gold bond and eucrin brands for eczema. Nothing seems to make it relent. Are there any tips out there for dealing with it? He has become miserable and his dermatologist appointment is two whole weeks away🥺.
