Toddler HATES water on her face!!

Guys what tips can help this? My 1.9 year old hates and I mean really really hates water getting in her face. She screams the whole place down :(

She loves swimming and baths. But when it's time to wash her hair she literally screams sooo loud! I try to be soo comforting and careful but it doesn't help. I use the shower head to wash/rinse her hair in the bath, she hates it. I use a jug in the bath to wash/rinse, she still hates it. I feel soo bad but it has to be done. I even brought a cap around her forehead to stop it getting in her eyes. She panics and it comes off :(. I feel so hopeless and running out of ideas.

I'm Constantly reassuring her and saying it's ok, good job, your doing amazing etc. nothing works! Any tips would be useful 😣
