How do I download apps on apple tablet?

I have an old apple tablet I'm not currently able to install or update any apps 
I have a good WiFi signal and I'm signed in I'm not sure why I can't download any applications onto the tablet

If it’s older than the iPad Air 2, you’re not going to be able to do anything with it as the software is so outdated it can’t comprehend the new updates. You’re on version 9 whatever, as apple is currently on 15.4.1, therefore it sounds like your iPad is too old to update. However, as always it’s worth a try to find a system update. Otherwise, you have a beautiful paperweight by this point 🙃
