Planning vs inclusive venue

I’m wondering did you completely plan your wedding or did you pick an inclusive venue? I’m eloping and there’s a venue for under $1,000 which includes the basics; 2 hour venue use, cake, bouquet, chairs, officiant, decor, toast and music. But I was also looking at a gazebo in a park for $75 for 4 hours but of course it includes nothing so I would have to do everything. What would you do?
