22 month old sleep regression

I don’t know if it’s the fact that she has a new sister ( 7 weeks old) who sleeps in the bassinet in our room or that she’s in a FOMO stage but bedtime is a major struggle now. She wants to be in the room with us which is fine if she’s actually sleep but she just wants to play . Then when we put her down in her room she’s hysterical and I feel so bad . Tears are streaming down her face and she’s screaming which she never does .

We’ve tried tiring her out and opposite just winding down for an hour .I’ve tried going to her room and just rocking her and her dad has tried but she just wants to be up playing . I hope this stage will pass soon . I just feel bad ignoring her
