15 month not walking

Can someone help me out please.. I’m a first time mum and my little girl is refusing to walk. She can cruise around furniture, get on and off the couch, climb etc but she will not walk. We have tried holding her hands, by the waist and even use her baby walker to help but she just starts crying and doesn’t move. She can crawl, bounce, dance.. everything else but walk😰 is she being stubborn or Is this normal?? I don’t want her to get behind on milestones
