Is it ever reasonable to ask neighbors to clean up ? Or rude ?

We have neighbors next door and our properties are extremely close. We have a chain link fence in the front and it transitions into a wooden tall fence in the back. They have lived here for about 3 years now and everything went to shit since they have been here.
They are rude, I've tried to say hi and introduce myself more than once if you walk over and say hi they look at you and just walk away. They have done it to other neighbors as well. They are in their mid to late 30s make and female couple. 
They do not maintain their property which isn't my business but the issue is they leave actual trash all over their driveway. I want h them pull into the driveway and dump car trash (cups, napkins bags ,etc) all over the ground and then walk inside. They leave full trash bags out in the driveway not in a barrel and animals come and rip them open and so far the same 2 bags of ripped up trash have been in the driveway for over a YEAR. A lot of it has blown into my yard but a lot remains stuck to the fence in their side and the small side yard that I can see from my yard. Piles of trash and open trash bags. They have been there since LAST spring. We are noticing rats in our yard now which was never a problem. They just today cut down a  small tree that is right on the property line and left the entire thing all over the side yard and driveway so now from my yard all I see if broken branches , trash and trash bags. They also have in the same spot a huge pile of gravel from 2 summers ago !! They dumped gravel in their entire back yard so they don't have to mow the grass. This is a huge eyesore my bedroom window looks right into that spot and it's awful. We are selling our house soon and I have no idea how we will with them next door. 
They also have aggressive dogs that bark all morning and night and have parties till 2 am where they scream so loud my kid can't sleep. 
When is it if ever reasonable to ask them to clean up ? It's ridiculous. The town had t done anything yet I called last year.

I would be calling the city daily until they are cited.

Dealt with this same exact issue. Video and take photos. Check your city codes and call to report. Keep calling, and call every number you can find. When the parties are past a decent time, call the police and remain  anonymous. They won't take it well if you confront them, they obviously don't care or respect anyone else.

You can ask but be prepared they won't do anything about it except potentially leave more trash and be louder.  If you're in an HOA contact them.  If you're in a regular neighborhood contact your village code inspectors amd file a complaint....daily if you have to with pictures. 
  I've lived in my house for almost 2 years and the property next door has been under rehab for at least 3.  The backyard was full of trash, scrap metal, a bathtub, and broken down kid toys.  The garage was packed wall to wall and floor to ceiling and falling apart.  I called my village inspector weekly and filed complaints with pictures for 3 months and once I mentioned i thought I saw rodents (beyond just some raccoons) they were out the next day and pulled their permits until it was all cleaned up.  There's been 2 other times since then their permits have been pulled until they clean up trash again.  I know it's a pain but the squeaky wheel gets the grease.

Call the city on them. Sounds mean but they don't sound friendly/nice. I wouldn't personally go over there. 
Here is the thing. I have kids. We are CONSTANTLY cleaning our yard. There is always trash to be found. Sometimes our neighbors' trash. The kids play and leave some wrappers out etc. But to our trash out in the lawn and have animals come get into it?!?

I would keep calling your city until they do something. I know this depends on state/city and if they’ll care or not. In our state, if you have anything left out and it gets called in, you’ll receive a letter giving you until a certain date to clear it up or you’ll be fined.

You could call the city, but it’s pretty clear they don’t care what anyone thinks, so talking to them directly seems futile at best. Also, the only thing my city would bother with is rodents or their trash being blown around. They absolutely wouldn’t care about “eyesores” like gravel in the backyard.

I personally wouldn’t say anything, I’d just call the city. That’s what I and several other neighbors have had to do for my closest neighbor trashing their place. I try to keep to myself but it’s annoying. But definitely wouldn’t confront them, they don’t seem to care and you never really know what their response or retaliation could be. Especially if you confront them, and then call the city and they get involved they’ll deduce that it was you and who knows what they’ll say or do.
