Child support questions

So I put my kids father on child support in January (provided all details except social security) and is been taking a long time which I get it he’s in a whole different state then me and his name is not on my child’s birth certificate. recently I got a letter saying they finally located him in another state (he is not stable so he moves everywhere) and I have not heard of anything anymore. He tells me all the time I won’t be getting nothing from him and that he’s not getting the dna done to prove he’s the father. Meanwhile he post on his Instagram of him drinking and going out having fun while I’m here struggling. What happens if he doesn’t do the dna test because my god this is taking forever is ridiculous
