Why hasn’t he been caught

I know of someone that’s wanted for a nation wide warrant for assaulting someone but when I look on public records from that state or the next one over I can’t find anything about that person even with a record . Why? Has anyone else been through this? If they want them caught why hide it? I can not understand why all their info is hidden and they caused so much damaged to others while being on the run without any answers

*this is regarding wanting to find the person. But feeling like I’m getting no where.
