Hard skin

So I went to the doctors about this dry/hard skin underneath my belly button in the first week of jan, they gave me a steroid cream but it’s not worked, they said to come back in 2 weeks if no change but I had a funeral to plan & attend so haven’t had time to even go back to doctors. As it’s the weekend I can’t do much until Monday when I speak to a doctor again saying it’s been a month and no change from cream. Has anyone seen anything like this before or any recommendations to treat it? I don’t have a skin condition or anything so I’m not sure really why I have this?
