my neighbors are filthy!!

my neighbors have been filthy for pass year or 2. they don't take there trash out they leave it piled up on back porch and front porch also they take the trash in the cars and throw it in there yard and it blows to my yard. they go by the dumpster every day no excuse. they also have a brand new lawn mower they don't use let the grass get up high i can't even take my kids outside to play because i'm scared snake will be in my yard... there kids broke my kids swing set and trampoline they are not aloud on them anymore. they also have mice so bad that they come here soemtimes. i reported them once they didn't do nothing my dad is going report them again... it's pure laziness they stay gone on trips and all but can't even clean there yard up or nothing...
