Would you say she was being rude

There’s a nail salon near me that I frequently go to. The lady there recently asked me if I speak English and I noticed she would take her time with some people then rush some other people. I originally had enough to pay for my one nail to get fixed then she wanted me to pay more. I asked her if I could go to the bank and she told me I could then when it was time to pay she got mad at me. A few people were saying similar things that the place over charged them and about how the workers there would treat certain people with more respect.
