Would you say this is okay

I was adopted as a baby. Recently my adoptive family got a call and got told that the agency has a gift for us dropped off by my biological family member. When we got it someone dropped it off and on the front of the package it contained all my adoptive families information such as name, address, date they started foster care, date they ended foster care, phone numbers and their social security numbers. Both my adoptive family didn’t like they put down all their information right on the front like that. We tried contacting them several times yet they barely pick up the phone. Also when we went to a site specifically that was for adoption services/government official to look up the persons name, phone number or email it claims nobody with that information works there.
