Social media crush

Hi just wanted some advice.

So me and this guy been on each others social for a while. I noticed he watches my stories consistently but only made a comment once to which I responded but conversation never went any further. He removed me as a friend like a month ago and added me back 2 weeks ago, so I asked him why he removed me and he said because he tried making his move and I didn’t really respond which made him feel like I wasn’t interested…Mind you he didn’t really do much before to slide in my dms to start convo..So I asked why he decided to readd me he said he wouldn’t stop thinking about me so I accepted his friend request.

he’s asked me on a date but I kindly declined because he’s still technically a stranger and I would rather get to know him as a friend first before explore anything further. He said he’s bn on my socials for a while watching my stories and he is interested in getting to know me. I just told him starting it as friends is the best things and he agreed. So I started asking him questions just getting to know him vice versa which was good. Now he’s my type physically but I noticed that he doesn’t really initiate conversation with me…he will just continue watching my stories nor does he even compliment my pictures or say anything nice about them. I just find it weird how he’s said all these things about getting to know me but not even trying to put effort into a conversation? He literally watches everything I post but says nothing. Is he just a time waster? Or should I give him a chance to initiate?
