Is this cable cap or dry skin??

Question

Dr said it could be with but I'm not sure, I have eczema but it never looks like this and he's hardly bathed, only about twice a month I will submerge him in the tub or shower, I don't really lotion him that much and he is 3 months on the 20th of this month.
Someone anyone please help I want to pick it with a comb but the same time I just want to lotion it all the time

Looks like cradle cap, which is pretty normal. I've always used baby oil or even aquaphor, rubbed into the hair/scalp really good, let it sit for a good 10-15 minutes. Then put them in the bath tub to wash and scrub with a soft bristle brush. Then would use a comb to get all of the flakeys. If it got really bad, I'd do the oil or ointment at bed time and then bathe them in morning. Fridababy has a 3 brush set that I've used and absolutely loved!!
