I wanted to ask if it's possible for someone living with family to be able to declare themselves if they currently don't have an income have not worked they have savings would they be able to declare a dependent on the taxes, filing taxes would they qualify for child tax credit? In US

I know there was a time where you could file on the non filers if you were not working and you could claim a dependent and they sent stimulus checks and the child tax credit.

I wanted to know if there's anything else you can do now currently because on the I r s website they no longer have the non filers form and online there's requirements to get child tax credit you have to work earn income

Online I searched some articles say that you can get the child tax credit year 2023-2024 if you did not work but I'm not sure if that is true or false information in the articles.
