Would it be considered too soon to do something special for him?

I'm 22 and I started seeing my boyfriend almost a month ago so we haven't been together long. He turns 21 next week. I asked what his birthday plans were and he said nothing really. I asked how come. 21 is a big birthday. He told her his birthday has never been a big deal. His parents were drug addicts so he was put into foster care. He moved around so much that he never had a chance to make or keep friends. He's only been out of the system almost 3 years so he just doesn't really do anything for his birthday because it's never been important. That honestly made me sad. I want to do something special for him. But is it too soon in the relationship? Would it be weird?
