Flaking after a week of talking

So with the guy E we were supposed to go out either Saturday or Sunday then he didn’t call me or message me either days. When he did he did it today. He said “hello, not as well as I would like. And you?” And “I understand your annoyance but I don’t deserve less but I just wanted to say sorry and thousand apologies nothing went as I expected these days and it’s not a excuse but I can’t do anything to repair that anymore” he also sent me audios of him trying to say my name and apologizing. My parents told me it’s up to me if I want to accept it or not. Makes me wonder why he didn’t even text me to tell me why he canceled plans. I also wonder if he could be trusted or if he’s doing or seeing anyone else as he’s talking to me.
