Normal toddler behavior?

My child is just about to be four. He doesn’t know how to use inside voices for the most part. He runs around 24/7 screaming(playfully) like he ate a gallon of sugar and because of this I’ve kept sugar away for the most part unless he’s been really good. He doesn’t play with other kids because we don’t know other kids and he will get really close and yell playfully laughing loudly.. flaying his arms like those silly blow up things at dealerships, and more. I haven’t really seen other kids his age act as hyper as my child does. And honestly it concerns me because other kids run away from him and it makes me want to cry because I’m trying to teach him manners and how to play nicely and he does it kindly he just doesn’t know personal space/volume.

I’m not sure if this is just a typical toddler thing and he’ll grow out of it?? Or is it something I should talk to the doctor about something going on with him? 😭😭
