My niece (2y) has these type of bumps on her arms and upper thighs. I’m trying to figure out if it’s some type of rash or bug bites. Anyone know?

I have my baby (8m) with me around the vicinity of my niece. She likes to touch and play with baby, should I keep her away? Or is it just bug bites?
