8 weeks and need d&c?

Hello, I'm posting to see if anyone has had this happen or has any idea what might be going on. I came in for my 8 week follow up today and was told that my pregnancy is no longer developing and that I should schedule a d&c. Top picture is today at what should be 8 weeks and the picture below is from last week at 7 weeks. I'm just very confused and want to make sure that I really need a d&c. I might try to schedule with another dr. Thank you!
