WIBTA if I called the tow-truck on a car with out-of-state plates parked in my parking spot?

In my complex we have our own numbered parking spot that matches our house number. You have to have a permit to park there and be the one who resides at said number. There are also parking spots marked “permit only” (for people who live at the complex with more than one car) and “visitor”. There’s a car that has been parked in my parking spot for like 2 weeks now and they have out of state plates. Idk who it belongs to but I don’t think they live here because those that do know the rules. A tow-truck comes regularly to tow cars in our complex that aren’t suppose to be here BUT if you are parked in a numbered spot you won’t be towed. I’ve been letting it go because I don’t currently have a car but when I have family visiting they are allowed to park there overnight without being towed (I’ve asked property managers before about my family coming from out of town and parking there and that’s what they told me) and now they can’t cause of this persons car. So WIBTA if I called the tow truck company or called the property managers to tell them there’s a car parked in my space that shouldn’t be? Idk if it seems petty but technically they aren’t suppose to be parked there because they don’t live at the number painted on the spot.

My mom is coming over this weekend to visit, my bestfriend is coming over next weekend for an overnight girls night, and my in-laws are coming from out of town during the holidays for a week to stay with us and we should be able to have them park there without worrying if someone is going to be parked in my spot when we come back from running errands.

@realist: I’m also concerned about potential backlash from the person who is parked there though. I don’t need whoever it is pounding on my door and potentially threatening me.

@Choco: they have left multiple times a day, came back, and parked there overnight for the last 2 weeks. I think tonight I will put a note on their car like you suggested if my mom is still coming this weekend. If not I’ll wait until next weekend before my friend is suppose to be here. Maybe they will have left by then.
