Turnaround time for physical form?

My husband needed a physical form filled out by our family doctor for an almost $1000 health bonus at work (he just had a regular checkup a few months ago). We were in the office with our daughter on Monday afternoon for another issue and he dropped the form off with the front desk. He needs the form today and called today to check up on it as he hasn’t received a call back yet. The employee on the phone said it hadn’t been signed, no one else could sign it, and no other doctors could do a physical either. I’ve never waited this long for forms to be filled out with any other offices but this one. I’m wondering what everyone else has found to be standard timing for forms? Is this average or not?
