Car Tint Exemption

Has anyone gotten a tint exemption for having astigmatism? I have glasses that are supposed to help but they don’t do much. I also notice lately that my eyes are getting more sensitive to light and at night the headlights of other vehicles (especially the ones with led) will “blind” me for about 30 seconds. I’ve started wearing sunglasses at night because of it. I’m in NY.
