I need makeup (foundation) help!

I haven't worn foundation in like 7ish years. I'm going to need help picking out the right kind and shade of foundation for me. I don't want to spend a lot on it since I won't use it daily, just occasionally, so I'd rather use something I can easily find at Walmart. The nearest Ulta or Saphora is like an hour away, but I was thinking about going to one of those to get help (never been to either of them before). Do they sell brands that can be found at Walmart? Or I guess similar prices at least? I wouldn't mind going out of my way to pick up foundation there when needed if I have to. Which place would be better? Like, does one place usually do better with matching the right kind of foundation and the right shade than the other one? Does one have more of the price I'm looking for (probably no more than like $10-15)? Any other helpful tips would be so appreciated!
