Sooo frustrated with potty training!

Ugh..i have been working with my son on potty training since he turned 2. He started going on the potty, not long after turning 2 so i thought it would b easy peasy. He is turning 4 in october and still not fully trained. I honestly dont know what else to do, and i have tried everything i know how to do. I have been working with potty training kids for 13 years. When he has a pullup on, he knows the difference between that and undies, then he wont go on the toilet at all. But if i put him in undies, he is more willing to use the toilet but still having lots of accidents. He knows exactly what he is supposed to do, we talk about it and he tells me what he is supposed to do all the time. He can recognize when he has to go potty and can mostly do everything himself. i know this because i have seen him do it before. He had gone in spurts of being super interested and doing really well for a few days, then he goes back to not caring. I dont understand why he goes in spurts like that. He will look.me right in the eyes with a pullup on, and say "im peeing" then there is times that we r out in public and he will tell me he has to go potty, and he goes into a public restroom and goes with no issue. I have worked in daycare for 13 years and have truly never seen a kids potty training drag on for this long, and have never seen a kid go.in spurts like he does. Generally, from what i have seen, once they start getting it, it goes quick and they have it and are done. Its so frustrating, because i know he has the ability, knowledge, and the know how. Why wont he just do it??!!
