Not nudes but still not right

I just found pictures of girls on my b/f phone of my little brothers ex gf when she was at our house but they r taken with out her knowing but they r not nudes she's just sitting on the couch playing on her phone he took them I can tell by the angle it was from his chair she's 14 what the fuck he's a grown man and there are more of other girls that look 13 to 16 that I don't even know who they r I'm freaking out is there a law on this I'm not sure because they are all clothed but it's freaking weird and not right what do I do about this
