Can he have his last name without being on birth certificate?

Okay so, i want my son to have his dad's last name but i dont want him to have same legal responsibility for my own reasons! So i wont be putting his name down, i hear he can sign responsibility over but.. I dont get it? 
So can i still have his last name for my little boy or?

Unless your state has different rules than mine, your baby can have any last name you want him to have. If you are married to another man no he has to take your married name but if your not then go ahead and use it. But if he's not in the picture (assuming from your post) why would you want the baby to have it anyways?

I could be wrong, but I think the father of the child will have the same legal rights whether the child has his last name or not.

The name makes no difference legally at all. He can have the fathers name and you can still have all rights. Or the other way too, you could not give fathers name and father can fight for his rights.
