Why can't I comment?

How come I am seeing some posts in the forums, and I'm unable to read other people's comments or post my own comment?.  If I can read a topic, I should be able to see the comments or leave my own content! If a topic is blocked from me for whatever reason I shouldn't see it at all then. Don't tease me with a topic and not let me see the replies!
