Cigarettes & M-in law

Help!  My m in law smokes and it drives me nuts.  She never washes her hands and constantly is kissing the babies feet, because I forbid the hands or head/face.  I have to tread lightly with this issue, as practically everyone smokes in this country, (different country, different habits, I got it) in the car with the windows rolled up while holding their baby driving,yeah, yikes!  I cringe when I see this.  She doesn't see anything wrong with smoking around the baby, in fact she mocks me when I do come to her house.  I won't walk in the door if she has one lit up, she puts it out and thinks that is good enough, as a billow of smoke is blown my way.  Any suggestions on how to attempt to address this issue.  I'm not doing it, but I'm making my husband do it.  (It's his mom, he can do the dirty work)
