Confusion

Okay so I have a friend and we are pretty close. She lost a bet and we agreed that the loser takes the winner out to dinner. She keeps blowing it off saying things came up, change of plans, etc. I know she's busy sometimes so I let it pass. But her fb posts and snapchat is filled with her and her other friends going on lunch dates, hangouts, etc. So you're going to have the time for everybody else but me??? I was thinking about talking it out to her but I feel like I might approach her as crazy. I don't know what to do.
