Im so confused

My SO has told me he wants to have a baby with me. Some days he will talk about it and really want it and other days he acts like we should wait. I told him im fine with starting whenever he wants to. Last week he texted me asking if i wanted to get pregnant and I told him i have been ready to have a baby with him for well over a year now i was just waiting for him to want it. Then a few days later he was saying we just dont have the money right now. So im confused and he always used to pull out and he hasnt the past 4 times we've had sex. I have tried talking to him to try to clear things up so i know whats going on if we are or not ttc but i never get a clear answer.
