If you are sober enough to drive after a drink, you can safely breastfeed. You do not need to pump and dump. 
Weed is still not well researched. I know it does pass through the milk though.

I was told that if you plan on drinking one weekend or something that you should pump beforehand so you can feed your baby while the alcohol gets out of your system and then resume when it's gone! Not sure about how smoking works.
