Period cramps

Is it normal to cramp constantly? The cramps are like period cramps but I've already had what i thought was my period but it was super light which for me isn't normal. And I haven't stop cramping yet. My doctor thinks I'm pregnant but said it was to early to tell but the light periods been happening since September. I took two pregnancy test both negative.
