This would happen to my first son when he was a baby when his dad or a friend with a beard or any facial hair would kiss him he would break out like that because sense baby skin is so sensitive a prickly face makes them break out

It could be baby acne, but honestly it looks more like dry skin to me. Like really dry skin when it gets all bumpy. There is a cream wash made by babyganics and they have an eczema lotion to go with it. When my daughter was a baby it really helped her with dry skin.

I'm not sure. But make sure to wash babies face with warm water after each feeding.  Don't use soap each time, you could dry out face. Put a fragrance free face lotion on after washing.  See if that helps. If it gets worse or go into mouth, call dr. Also look for feeding changes in baby.
