What could this red patch mean?

My daughter has these red patches and it's not hot enough for them to be a heat rash what else could it be? It only on one leg front and back

Looks like eczema. We deal with it daily. I put. Hydrocortisone on the spots and it clears up by the next day but the patches will pop up again usually in the bends of her arms, near her temples and now on her belly. So I just keep a tube of the cream at her changing table and in the diaper bag so every time I change her, I check for patches and I put cream on the second I see a patch pop up. Aveeno baby eczema relief lotion is awesome too. We use that at night after her bath
