Chunky baby neck rolls

So my baby boys neck rolls get irritated and raw looking. He gets drool/lint/formula you name it in his rolls lol. Even though he holds his head up a lot his neck is just chunky haha I clean it and pat it dry many times throughout the day, he's always wearing a bib but he's still raw :( the pediatrician gave us aquaphor for it so I'm trying that now. Any other tips? I'm pretty selective about what I put on his skin and don't want to use baby powder. I thought maybe cornstarch but wasn't sure if it was safe. I could be totally wrong but I feel like aquaphor will keep it damp and not help the issue? Or will it act as a barrier? Thanks for any tips! He doesn't act like it bothers him but it looks painful :(
