Technically he never made it official but we brought each other gifts, went out on dates, exchanged "I love yous", made "love", etc. He told me he slept with another girl 1 month ago. Does it still count as cheating even though we weren't official?

Did you both agree that you were exclusive to each other? If so, then yes.

But if neither of you stated you were exclusive, then no.
