Does my boyfriend not love me anymore?

We been together 2 years & alway 3 months and im always the one to want to have sex and he almost never wants to. We do it maybe 2 or 3 times a month. He never answers my calls and rarely texts me. And he always plans things over our plans. He always saying I love you and never shows it......I feel like we shouldn't be like this if he loves me.
